President Woodrow Wilson created the greatest "spin" control of news and information in U.S. history. He later used this as a powerful instrument in World War 1. It backfired on him and ended up being one of the causes of World War 2 demonstrating how lies can grown.
President Clinton and President Bush are amateurs in comparison but they also have a vast media that makes money passing on propaganda spins.
When the first world war started there also was much talk of a new world way or new world order. President Wilson put George Creel, a journalist, in charge of The Committee of Public Information. All news was funneled through this committee which included the secretaries of state, war and navy. Its purpose was to sell the war to the people initially and maintain and create the right attitudes. Wilson hid the infractions of the British Empire and exposed as much as he could regarding the Germans infractions. His committee scattered literally millions of books and booklets around the world. Wilsonism even reached a small town in Italy where the likeness of Wilson could be found next to a favorite patron saint. From the various government departments through the committee poured out mounds of information favorable to Wilson causes. Newspapers "cooperated" with the committee both in witholding material and publishing approved stories. The committee printed seventy-five million books and booklets which were circulating in the USA alone with additional millions sent out throughout the world. The Germans became the "Huns" who pillaged and raped while the English and the USA were the white knights coming to the rescue.
In those days, there was no radio or TV and so the committee enlisted the services of 75,000 volunteer speakers known as the "Four Minute Men". They appeared on stages and in motion picture houses in more than 5,000 different communities and they delivered a total of 755,170 speeches to an estimated audience, all told, of 300 million people. ( The population of the U.S. numbered only about a 100 million people at that time. A comparable audience today would be an audience of 900 million. ) Only the blind and the deaf could escape the full extent of this propaganda spin. The cost of for all of this came from the government but the real cost was not in money but in the enforced sacrifice of independent judgement and intellectual integrity which obviously is reaching into our times as noted in the impeachment exercises and the "Wag the Dog" wars of President Clinton. This followed with President Bush's illusions that brought us into the current mess in the Middle East. What happens in the oval office is quickly brushed off the table with all kinds of spins from spin doctors. As a people we find ourselves living a lie.
In Wilson's time, he later went after all negative responses to his spins. The Espionage Act allowed the Postmaster General to censure all mail. Later a much more stringent Sedition Act was passed which put an end to what little was left of freedom of speech or of the press.
The measure also prompted the gathering of many celebrities from stage and screen to promote Wilsonism while pushing U.S. Bonds which connected the prohibtion of disloyal or surrillous language which could bring disrepute to the government. Under all these measures some 2000 men and women were sent to prison for terms up to tweny years. Only conformity became an indispensable virtue.

After the war, President Wilson did try to reverse things but the League of Nation "Allies" used his words against him and wanted to make Germany just a big farm without any capabilities of industrial production. WIlson's spins turned into a nightmare. He was unable to turn things around and eventually this led to the second world war. A great nation like Germany was left in desparate straights. Hitler took advantage of the situation and filled the void.
President Clinton went into the Balkans to stop ethnic cleansing by using it himself. Many of the astrocities started after Serbs and Gypsies had no place to go. They fled to Serbia and Kosovo only to have to flee again. They fled from Kosovo where ethnic cleansing continues backed by the USA.
President Bush stirred up a hornet's nest in the Middle East that will not settle down for a century. Wilson could have told them that lies do not work . He tried to reverse himself and failed. Now we see what desparate people do. They become human bombs.
In our times , President Clinton and President used their propaganda spins to hide a silent depression residing in the USA. The spins of Global economy and Free Trade are now being exposed. The Free- Traders are actually the spin doctors for the New World Order that the elder President Bush announced. It has turned into the New World Dis-Order.
